Trying to get weapons off streets, council OKs gun buy-back program

Asheville City Council voted 5-1 on Nov. 13 to implement a gun buy-back program in an effort to reduce the number of weapons on the streets.

The program will spend $25,000 to buy guns from residents at four community centers Dec. 7-14.
One officer will make private purchases from those who do not wish to make the sales publicly.
The city will offer $50 to anyone turning in a handgun or long gun and $100 for anyone turning in an assault rifle.

Councilman Carl Mumpower voted against the measure.

In other action, council:
ï Voted 5-1 to accept a $1.2 million capital improvements plan for city parks. Mumpower cast the dissenting vote and Councilwoman Robin Cape was absent from the vote.
The plan will further delay improvements at Memorial Stadium, while allocating $250,000 for repairs at city recreation centers and swimming pools; and calls for $250,000 to be spent on the irrigation system at Municipal Golf Course, as well as other projects.
Also included in the allocation is $600,000 to cover a shortfall in paying for previous work at the stadium.
ï Approved $40 million in bonds to pay for the water system. Mumpower cast the sole vote against the measure.
ï Appointed Kelly Rowe Rodriguez to the Americans with Disabilities Act Compliance Committee.
ï Voted 5-1 to authorize the city manager to execute a contract with Pisgah Legal Services to develop an affordable-housing plan for the city.
Mumpower cast the dissenting vote.
ï Unanimously reappointed Cape, Mary Trimarco, D. Smith and Mary Trimarco and appointed Adam Hobbs and Sandra Holden to the Asheville Film Commission.
